Shoutcast,What does this mean?

Shoutcast,What does this mean? What do I need to do to use shoutcast to broadcast a radio station over the internet?

Shoutcast,What does this mean?
Either another program is using the port which Shoutcast is trying to use, or you may already have an instance of the server open and running on that port.
